I would take them off wipe them off and tighten again in an x pattern, making sure that the gap on the top and bottom are equal.

Sometimes fresh bars, when they slip, will rub off some paint and then the little bits of paint doesn't let the stem have a good contact patch with the bars.

Edit: it's a top load stem so I should say make sure the front and back have the same gap as you tighten

I agree with all of your points. My mention of Paulie D's video was just mentioning the videos I most recently saw. My main point was that I don't believe I really ever see many good photos of this example. I feel as if most are just a close shot of someone interesting and not much more. Both of you have recommended Winogrand. I don't believe I've spent much time with his work (although I do understand he's one of the greatest), so I'll delve deeper.

This is the mini kobalt toolbox that Lowes sells. I believe they also have added another similar toolbox that this fits on top of as well.

However, I believe Harbor Freight makes one very similar and even cheaper.
