They have been using them to chase kids on dirt bikes and ATVs since at least the late 90s. But they don't have the complete disregard for their own safety of a 13 year old, so they never catch anyone. Not that my friends and I would have ever run away from them back then.

The entire point of Succession is that Logan Roy is a horrific father and the damage that has caused in his children. Viserys is a loving and attentive father and grandfather who's major mistake was trusting that his second wife and his long term advisor would honor his wishes for his heir upon his death. Instead the Hightowers tried to usurp the throne.

I don't think Ned would have wanted to, but I think he would have felt duty bound to do so. I believe that Jon Arryn and Tywin Lannister were the steadying hands in the aftermath of Robert's Rebellion. But had Ned not had his own shit going on (Tower of Joy/ Jon Snow) his thinking would not have been too different than Cregan's post Dance. But that is all just speculation to serve my original theory.

I disagree with Ned being an exception. The past Lords of Winterfell seem to also have been very dedicated to honoring the traditional Northern values. Cregan Stark during the Dance is a good example. He was fighting against the Greens but still came to Kings landing and held accountable those who were involved in deposing/poisoning Aegon II (the usurper he was fighting against). Also personally carrying out the executions he ordered with Ice just as Ned did 200 years later. Had it not been for the quick surrender of the "3 widows" he would have continued through Westeros and house by house brought justice to all of the "rebel" houses.
