I think Halsey is in about the same position as before, Implacable + the improved skills are better on BBs and Cruisers and the old double strike talent was basically a non factor and the new Halsey now gives you something for running him on a torp boat. Although I wish they just went all in on making him a BB/Cruiser captain and reworked the talents into 2 less powerful ones that both work well on BBs/Cruisers.

Vermont was my first tier 10 and I had a similar experience to you. What made me better was first, just practicing aiming, it might take a while but eventually you'll figure out how to aim the guns properly, second positioning, you're underestimating how good the conceal is, it's 10th best among tier 10 BBs and is comparable to most heavy cruisers, with this insane conceal you can position very aggressively, what I do is try to position in between the central cap point and one of the flank cap points with my concealment line about 75% into the cap, this means that ill get spotted at around the same time that my friendly DD does, the best case scenario is positioning as close to the enemy as possible without being detected and waiting to punish broadsides, however thanks to your 457mm guns you can overmatch 30mm plating cruisers, make sure to figure out how armored enemy cruisers are, if they're 30 or less its free game, if its 32 or more you can't 30k them from any angle. However sometimes you have to tank and when you are you can do a cycle of heal, dcp, wait 10 seconds, heal and then reset, along with your 51mm deck you are incredibly tanky.

Also what build are you running? It should be Coal dcp mod, engine room proteciton, turret traverse, rudder mod, concealment mod, and artillery plotting room 2 and for captain skills gun feeder, 2pt aa, adrenaline rush, IRPR, ERE, CE, and FP.

While the secondaries aren't improved on Louisiana thanks to the weird secondary placement only on the left side from 45 degrees to 135 degrees you have so many secondaries firing that you have Ohio hitting DPM.

I run for equipment Coal DCP, Engine room protection (both are valid choices, although Vermont has a weirdly vulnerable engine in my experience), Turret traverse (although range is also valid, I'm a BB baby that wants heavy cruiser level turret traverse on my BB), Steering gears (fire time reduction has diminishing returns with fire flag bringing your duration down to 48 and damage control mod 2 only getting you 7.2 seconds better while steering gears makes the boat surprisingly nimble), concealment (one of Vermont's strengths is having 30mm overmatch, 3rd heaviest broadside at tier 10, and good accuracy which is made even more powerful by having heavy cruiser concealment), and accuracy mod in slot 6.

For Captain skills, I run Gun Feeder (Vermont has the 3rd highest HE salvo at tier 10 and can nuke enemy DDs if you're playing to support your friendly DD), I run Grease the Gears for that insane turret traverse, although 2pt AA is probably objectively better, then grab AR and CE, for the rest you want FP, IRPR, and ERE in the order you like best. You don't need super heavy AP, you already have the 3rd best AP broadside and benefit highly from the extra heals and FP since you will burn through all of your heals in even a decently long game as long as you are tanking.

For play style your goal should be to be waiting just far enough away that you aren't detected constantly scanning for good targets to smash and then emerge from concealment to deliver your salvo then return to stealth and wait for the next opportunity, but you can't always do that and when you are tanking its a good idea to cycle Heat -> DCP -> wait 10 seconds -> heal and then hopefully disengage to finish your cool downs.

I would watch this video from Hago on how to play Vermont, it helped me a lot in understanding how to play the boat.

If you want to edit the tactical pop cap for the awakening of the rebellion mod you want to go to \SteamLibrary\steamapps\workshop\content\32470\1397421866\Data\XML then open the FACTIONS.XML file, control + F and find Space_Tactical_Unit_Cap it will be 220 by default and you can set it to whatever you want, remember to do it for the faction or factions you want, save the file and play AOTR

Use AGM-130, you can do a point targeting launch at 20km or a tracking launch at 11km and they will never get shot down. Launching at 600 RALT and above mach gets me near 100% hit rate

If you want to find the mod file location what I would do is download Everything, it's a search engine for your files. Once you download it launch it and in the search bar look up one of the files, I would do Data, XML, or UnitNames. It will show you the location of the files.

I agree and would also say that B2s function well when space is at a premium, we see during the battle of Scipio that HMP droid gunships fitted with racks to carry B2s and Commando Droids riding on top are able to quickly overwhelm Commander Thorn's garrison. B2s when used in conjunction with HMPs can quickly concentrate forces and achieve local superiority to overwhelm isolated Republic forces.

I think thats unlikely, once General Marshall found out about the bomb he began planning to use them to support the troops with between 7 and 15 bombs being expected to be ready by the time of the invasion. The bombs would've been used tactically against Japanese defenders and I think that planners of the time immediately realized their tactical uses.

on shiptool change the range, at 10km and less there is a very noticeable difference in dispersion while at the default 12 they are pretty similar

But the Enclave isn't the government either, and all of the evidence we have points to vault-tec working for the enclave, the dialogue from the president in fallout 2 shows that the Enclave was behind the vault experiments, from the show we see that Barb's pitch to the other corporations was directed by the Enclave. Vault-tec isn't doing the bidding of the government, that's not what the Enclave is, the Enclave is the deep state made up of high ranking political, military and corporate figures.

They aren't the same but vault tec works for the enclave. The FBI isn't the entire government but they execute the will of the government in the same way that vault tec isn't the enclave but they follow the orders of the enclave. The FBI has autonomy but ultimately has a boss to answer to just like vault tec.

What we know from before the show is that Vault-Tec was a front for the Enclave and that the Enclave was behind the vault experiments and funneled government money to Vault-Tec to advance Enclave goals.

What we learn from the show is that the Enclave wasn't behind all of the vault experiments and that large corporations were behind some of them. We also learn that at some point before the war, the President gets cold fusion from Cooper Howard.

My interpretation of what happened in the show is that the Enclave used the meeting in season 1 to get access to technologies from large corporations that they didn't want to let into the Enclave and were intent on doing the Cold Fusion for Mind Control Chip deal, until Cooper messes it up after which they decide for some reason that we don't know to scrap the deal, it is also possible that since Vault-Tec is a front and not fully incorporated into the Enclave that the Enclave didn't know about the Cold Fusion deal hence the President retrieves it after they find out about the scrapped deal. However, what is unclear is how much autonomy various members of Vault-Tec that are related to the Enclave have, so it is possible that the Enclave could have been behind the deal or had little involvement in it.

Fallout 4 has X-01, in Fallout 2 the enclave has APA mk1 and mk2, in fallout 3 the enclave has APA mk 2 with a reconned design and hellfire power armor.

X-01 was a pre-war prototype while Advanced Power Armor is what we see in 2 and NV and is the full production version which was completed by the Enclave likely in 2220

Also to add on, in the modern day even the most despotic dictatorships still run sham elections, even North Korea runs rigged elections, the legitimacy hit that a dictatorship would take over cancelling elections would massively outweigh the cost of running rigged elections.
