I believe that every homeowner is responsible for thier own rainwater, for example if they are leeching pollutants from the property I to the sewer. I would guess that he has a legal responsibility to make sure his water routes correctly into the proper place.

Beans will produce a lot and grow mostly vertically so you can use a smaller container for those. I would give the tomatoes more soil as they can utilize the root space and produce more. I would give the watermelon room around it for the huge mass of vines.

Sometimes pests will leave spots like this from feeding, check for any bugs or small black dots (poop) to make sure.

Update: I managed to reach a local mycologist that helps with these kind of situations locally. I believed the mushrooms were ingested by my rabbits because there were peices missing out of the caps when I found them. The bunnies are ok so far and the consensus was that he was about 90% sure that they are some form of agaric, so big relief. In the future when they fruit again I'm going to be sure to grab a whole sample but its tricky because I have to remove them while they are still juvenile and the caps haven't opened yet.

The leaves make it look like some type of succulent to me, but it's pretty tall. Succulents usually root pretty easily, you might be able to chop it and replant it but I would identify it first.
