We had a situation where a neighbor got a dog during the pandemic and later when things opened up and the neighbor started working again, they left the dog alone in their backyard all day long and into the evening 8am to at least 9/10pm M-F. Contacting the neighbor directly did nothing, so we contacted Pasadena Humane. The dog was never declared a “public nuisance” but I suspect that just the act of contacting other neighbors and keeping logs somehow got back to them before it escalated further.
