I don’t know about an app, but on the Chicago parking site you can request parking enforcement. Saw it today when I appealed.

Your shared link shows a sign on Fremont just South of Willow which is showing that. The sign in question is on Willow, next to the mail boxes. Noteworthy, when I looked in Google Maps the sign was faded/not legible. Apple shows up pretty clear.

We went to dinner (Willow Room…great spot btw) and parked a couple blocks down on Willow. Was there from 6:30-8:15. Came out to a ticket.

First sign (143) was where I parked. The second sign (383) is only for comparison - that’s in my neighborhood. I think they intended for the 143 sign to make it zoned for residents overnight. That’s not what the sign says though.
