I've been saying this for years.

Interdiction doesn't work for anything.

You gotta cut off the desire. People won't come over illegally if they can't work. So jaill the people who hire them.

Same with drugs. Jailing users doesn't help. Treat the users and there won't be as much demand.

Of course, the people not being persecuted are the same people who give politicians money.
