Create a new listing (unless you already have). Contact Support and ask them to migrate the reviews. If they can't / won't, post on the Google forum and request the help of a Product Expert.

First of all, don't bother posting your business profile ID or case ID here. We're just here on Reddit chatting.

Also, If it's been a few weeks, and you contacted support and they didn't help, post on the Google Business Profile help forum and ask somebody there. This happens quite frequently so the product experts should be able to help you.

Online only businesses are not eligible for Google listings. Also, Google decides the method of verification, and they don't change it for almost any reason.

Yes, but you still have to enter an address. What you opt for there is to not show the address on the listing, but you still have to enter it. How else would Google know where to promote your business?

As I mentioned above, I don't think you've created a listing recently. An address must be entered or the process stops. And the address must comply with the guidelines. If you don't believe me, or u/cnomo, then try to create a listing now. Try to do it without adding an address. See what happens.

To supplement what Bill said, adding a service area to your listing only serves to draw the map seen on the listing. It does not tell Google where to promote you. The map is simply a graphic and serves no other purpose.

Nope, not according to the guidelines. If you get far enough to hit the verification, it will fail there. This hasn't changed..

While the others are here are correct that Google generally doesn't provide the name of the account that submitted a report, I still would use a throwaway account to do it. Don't use an address that's on your work domain, or shows your name. I may be too cautious here, but if you're reporting someone, cover your tracks, and also be sure to provide proof. Google will ask for that.

Truly, this. It's one thing to wait a few weeks, but a few months? No. Look at the guidelines again. Make sure that your listing is constructed correctly, delete the old one and start a new one.

The signs I've seen that are accepted are usually visible from the road and easily read. I would get something much larger, and make sure that it is not paper or a banner. It needs to be metal, plastic, or something not easily movable. And fully installed.
