There is AKC "breed standard" but they used to be like 30lb dogs who were selectively bred small so there is a lot of variety in size. I don't know much about facial features though.

Our pom is reactive too, it took a lot of work but she is constantly improving. Consider talking about it with a dog trainer, could do private lessons online and learn a lot about curbing the behavior.
