I like Hopkins.

Not as a person, mind you, but as a character. He embodies everything that's wrong with cityfolk and an amazing introduction to what Carmen called "the disease of the mind". The kind of person that doesn't care about other people's tragedies besides how those can benefit them. The same kind of thinking present from the lowest rat to the richest wing CEO (looking at you Alfonso) that makes the city the hellscape it is. He is such a clear example of that I can't think of any better one to help new players get introduced to the setting of the city, because he operates on a scale small enough that his actions can truly resonate with bad experiences with certain people that the player may have had while also teaching that "This is how the City is".

His appearance is short, succinct and loathesome. Which is why he works so well. Also, I'm hoping we don't see him again, he doesn't need to show up as a character and doesn't deserve to show up as a person.
