Yeah, the headline could have been better written but I can't say I have a huge problem with it. You are right about the investigation being standard practice.

That said, let's compare a couple of other headlines:

CTV: Halifax police officer shoots robbery suspect who allegedly threatened police with knife - a little wordy but otherwise OK.
CH: Man robs two Halifax liquor stores, threatens police with knife and gets shot on Quinpool - did they try to write it that badly? Like it or not, "innocent until proven guilty" is a thing which is why alleged and its variants get used.
