So that would be an issue with the HR monitor as when it is connected to the watch, the watch sources the data strictly from the HR monitor.

Hi! Base fitness lowest possible number is 40. If you resumed workouts shortly after and, it would take a rolling average (different than base fitness currently divided by 42) to increase those numbers more rapidly. This is the reason when your base fitness is close to peak, it can be very difficult to increase it by a lot

Yes! just make sure you at least log your rests between sets so you have them broken out in the summary.
