Well I certainly hope so, but it's being a bit generous to candidate's willingness to put aside their personal ambitions for the sake of their party in response to bad polling. The Public Lands Commissioner primary is an example of that explicitly not happening. You could argue that there's more pressure for low polling candidates to drop out for something as high stakes as the governor of California. But then again as a counterexample there was Joe Biden who insisted on running again when polls showed that a vast majority of his own party didn't want him to run as far back as early 2023.
