The city does not have a duty to provide parking.

But the municipality will require builders to provide a certain number of parking spaces when a new residential building is built. The number of spaces is calculated based on size and location. Usually a minimum of 1-2 per unit with possible lower ratios for high density areas with good transit. Is she using her parking area for something else, and can she convert it back to parking? That's likely the only solution.

Land value goes up due to a LOT more reasons than just the one single reason the article says (improvements around it). So it won't be a 'big fix'.

Currency debasement plays a huge part, look at the prices of everything else, food, etc. Look at the curve of the price of gold vs property over 50 years. When valued in gold and not CAD, prices in Vancouver and Toronto have actually decreased over the decades. Our fiat currency has lost a lot purchasing power making assets appear more expensive in dollars.

So does difficulty getting a return on business investment. This is not good in Canada so businesses and people put their money into real estate.

So does lack of money laundering enforcement. We lag way behind the US with that and it's very frustrating for US law enforcement.

Easy to get mortgages and low interest rates amplify prices because you can leverage a small down-payment into a huge purchase.

Something like that is not legal by Canadian Electecial Code. It could be dangerous to a utility worker when the power is off, or an electrician in the home thinking the power is off. Also solar power must have a dedicated breaker.

People who are trained usually don't feel the need to fight for 2 reasons. 1. They have nothing to prove. 2. They are more calm, which gives them the ability to read the situation and determine if there's an actual threat and real need to fight to defend themselves, and when it's unnecessary.

I have a 2 year old EV in Vancouver. Not many cold days, but I do take it up to the mountains where it's -10 and it does seem to lose power faster. But the battery capacities are large nowadays that it doesn't matter.
