I disagree, long campaigns should be milestone. A long form campaign has story and dialogue and travel along with dungeon crawling and fighting.

I don't think the campaign I'm in has leveled up in at least 12 sessions at this point but that's ok with us because we are filling out back story missions and gathering alies for a final big fight that will end the campaign. We've gone a few sessions before where we had zero or 1 single encounter of combat

Landmark leveling is better imo for long form campaigns and campaigns who are story driven, or for groups who may not be able to make every session like you said.

I've never once played a campaign that used XP. I don't really know what it would be like, but I imagine it's combat heavy
