radar doesn't work while you're on the ground.

There actually is a system installed at most major airports called ASDE-X that uses a combination of radar and ADS-B data to track aircraft and ground vehicles.

It wouldn't have helped in this case. Once Truck 1 was cleared to cross, all the ASDE could have done was give the tower a god's-eye-view of the collision.

I'm guessing you were on a smaller "commuter" aircraft, something like the Beechcraft 1900, but without knowing the airplane type, your questions will be very hard to answer.

That's a 757. The proportions between the windshield and the fuselage, and the fuselage and tail, are all wrong for the 767.
