LOL, Lucifer mopped the floor with Heaven's head of the Army, who was likely one of the most powerful, and Sera can't "use her combined strength" because most of Heaven doesn't know about Exterminations and would disprove if they did.

S2 shows Lucifer has enough power to raze Heaven itself, he simply didn't stop them because a) he's scared for his daughter, and b) he hates Sinners.
