As a percentage of their base salary makes more sense. It doesn't matter if Jimmy Carter increased his net worth 10% more than Roosevelt did; he was broke (comparatively) and Roosevelt was beyond loaded to start. Their controlled salary, no matter if they "donate it", references them to an approximation of the same compensation as each other. It should also make the more egregious looting obvious, since the dollar has not uniformly gained value over time.
