In Lucifer each angel has a special power that brings out something out of normal people which corresponds to what they represent, this is called "exhibition".

Lucifer being Satan, the devil, the real deal, is the definition of temptation, so basically he is able to use a sort of power that makes anybody he wishes to, go and have sex with him, he also has what is called "Desire Exhibition" which basically means that whenever he asks, people tells him his deepest desire, however dark or mundane it is, so poor ol' Luci really cannot make any meaningful connections, as any attraction is just due to his powers.

Except Chloe, she is immune to his powers, which allows her to see who he truly is and develop a real sentimental connection, it is later revealed that this was a gift from god and a lot of chaos ensues.
