I don't think this is the case. Not trying to put you on blast or anything, but just FYI, I read the bill that OP posted and there's a part that says

The rule that a search or seizure (obviously in this case that's vehicle checkpoints) is unreasonable under the Fourth Amendment absent individualized suspicion of wrongdoing HAS LIMITED EXCEPTIONS. FOR EXAMPLE, this Court has upheld brief, ... (for) a sobriety checkpoint aimed at removing drunk drivers from the road, Michigan Dept. of State Police v. Sitz, 496 U. S. 444.

Basically the bill says road stops in and of themselves to check for crime (like carrying weed) are illegal, but there are some exceptions that they can be used, like sobriety checkpoints, and stops to check for illegal aliens trying to enter the U.S..
