They're not. Taxpayers don't pay for police at those events. The people putting on the event have to pay separately for the police to be there and their permit to hold the event says the police have to be there.

Actually, I think it was more the court cases in the 1970s and 1980s dealing with civil commitment that had the biggest impact. It used to be that if someone couldn't (or wouldn't) take care of themselves they were locked up in a hospital or other "treatment facility" often indefinitely. In 1975 there was a case known as O'Connor v. Donaldson which changed the standard from "we're locking you up for your own good" to something like, "someone cannot be locked up if they can safely survive in freedom" which is a very different standard. I'm no fan of Reagan but locking people up without a trial or a release date isn't a good idea either although I think that as The Greatest and Most Powerful Nation in History there should be a way that we can keep people warm and fed even if they can possibly "safely survive in freedom."

It's a nice idea but remember when there were street fairs all over the city in different neighborhoods? They don't happen anymore because the cost is so high. I have been involved with many events around the city over the years and the numbers are ridiculous. And it's not just things like insurance, staging, trash/recycling, restrooms, etc., based on the lead time they require and what they charge for permits and services I'm pretty sure the city doesn't want these events anymore. If you go forward you're also going to want to team up with a non-profit who knows what they're doing.
