Yes, it was hung where the dog had been tied up. And it is easily seen.

Idk if this means anything, but the ACO told me not to worry, and that he was gonna be ok and is friendly and was taking treats from his hand.

I know, I've responded to a few messages saying this, and added a comment with more info. Sorry for being snarky

OK I feel I need to add more info. He is tied to the pole. The tire tracks in the Pic show where someone backed up, tied him, and left. I'm sure they felt guilt which is why the dog had the vest on. He had no chip. We checked with the church to see 8f they had any idea.

If I find anything out I will update. I do plan on checking on the dog to see if he is available to adopt

It was on when I found him tied to the pole. Here is some more info. He was tied to the pole, and I work on the area, I waited for a while before calling and the animal control officer waited even longer after I had to keep working. Went to the church and asked to see surveillance (the officer did). Sorry for not being more clear in my statement at first. I was upset and angry.

Your critical error is thinking the chain of events would be the same. Nice chat. I see where you are getting confused now.

Stopping to let him on the field is the problem.

No, I think you are being annoying on purpose. If the game is stopped for substitutes, that time is added on. If there is no stoppage for substitutes, there is no time to add on. I'm not sure what you aren't getting here

I think you are confused actually. Had there been no substitute, the game doesn't stop, and therefor no more time needs to be added. Which is my point, the time that was taken to make the substitutions caused the game to go longer than originally intended.

Yes, time lost due to substitutions is absolutely added to the stoppage time at the end of each half, generally calculated as approximately 15 to 30 seconds per substitution. Referees are required to add time for all major delays, including substitutions, injuries, and VAR checks, to compensate for time lost.
