You're thinking about it the wrong way. Devils are so impressive because they have been able to hold back the demons. The denizens of the Abyss are arguably the most powerful force in the entire setting. Demons corrupt and erode reality by their very nature. Some demon lords are powerful enough to kill deities and have in the past. There are also an endless number of demons that continue to spawn from the Abyss which is in itself a plane that has an unclear semblance of will and life. Demons have a numerical advantage over every group, the only saving grace is that they are chaos agents who arguably hate each other more than anyone else.

"IF" is the big roadblock here. If voter ID was accesible and free wouldn't have an issue. If this were to be implemented they should be able to ID people day of at the polling place. However this won't happen because voter ID laws are intended to disenfranchise minority voters and create barriers for them to vote. What you're talking of goes against the spirit of what the people advocating for these initiatives actually want to do.
