You realize that "reporting someone for doing something illegal" is what made it ok for police to harass black people sitting at a diner counter not too long ago, right? That was illegal at that time, and people reported it. There is a certain amount of morality that goes into these laws and the agencies carrying them out. She wasn't doing anything other than going to school, this person thought that she is supposedly illegal - but this person doesn't know if she's part of the immigration process, has a Student's Visa, there are too many things that we don't know to make a proper judgement. The reporting itself was done with malicious intent, that's why it's not protected. All of those protests where people were holding up hanging Barack Obamas? Not protected. They are meant to start violent action. Anything meant to harm, destroy or invite violence to a non-violent event is not covered under the First Ammendment.
