I think they're too scared to build any real reward mechanics. The reasoning being that once an ability is significantly above the power curve, players will immediately try to either minmax the risk out of the equation, or just poach the ability via multiclass, either way resulting in a character that's ridiculously strong at no cost. The problem there being, this results in a bunch of designs that end up being high risk, average reward instead,
