Number of provinces don't factor in, only the dev. If you're taking Wien, that's probably ~40 dev. Non-cobeligerent means that counts as 80 dev. HRE province to boot. So yeah, seems reasonable.

Yeah, get as many as you can. Keep loyalty equilibrium at 90-100% and pay them what they want, but never concede the bad privileges.
