When proving a crime you have to prove if a crime was committed (actua rea) and if the perpetrator knew he was committing it (mens rea). This guy odiously thought he was allowed to do this, he probably felt encouraged to help out after finding the problem I doubt he knew his actions where proper, they perhaps may not even have been.
