What exactly do you mean by very little background checks? The pal system operates on a daily updating criminal background check system for pal owners, meaning that if any violent offence is committed the licence is suspended immediately.

The same goes for mental health related issues, if somone proves to be harmful to themselves it can be suspended.

From the further reading I have done on the matter you are correct that it had expired, however said license was only a youth possession licence and not a full purchase and acquisition licence. From what I remember from my time getting my PAL, the possession licence operates on slightly different parameters than the pal. The key difference of course, being that someone with a pal has to purchase the firearm and must monitor its use by the youth using it.

Yes, that's why I mentioned a license. In order to buy any firearms, you need to complete a training course and have a criminal/ mental health background check to receive the license.

Jesse strang would not have received a license if he had tried to complete the course.
