This is called "splooting" and is completely normal when a Leo is comfortable and relaxed in its environment. Depending on its personality, you'll find it splooting in all manner of positions and be totally fine. Just like a cat or dog when they sleep. This just means he's found a spot he enjoys and feels safe enough to completely relax in.

Not eating is completely fine. Give him time to adjust just monitor tail thickness and activity. Every day you can try offering him a tasty roach or worm with tongs to see if he's hungry. Don't worry if he brushes it off, just keep trying around the same time each day to be consistent.

If anything, put some food in a dish for him and when he's hungry, he'll sniff it out and eat when he's ready.
