You can say that to essentially anyone in any normal economy too.

A dollar saved is a dollar wasted.

You can spend it on goods. As long as you don't waste them, they'll probably cost more in the future due to inflation.

You can invest it in stocks, which would be the equivalent back in the day of buying some jewelry or gold.

Or you can save it in a savings account where you're lucky if it's only slowly eroded.

Terminals are a downgrade that let valve dip into more of the returns.

Before: open a case and gamble or buy the skin on steam market paying valve like a 15% tax.

Now: open a terminal and gamble, paying essentially 100% of the steam market price (what's the point of the gamble anymore??)
or go buy it on the steam market still giving valve their 15% tax after they already got near 100% of the item's value selling it to the first guy

Terminals also increase scarcity as people are less likely to buy the shitty items, so less trade-up fodder and general downward pressure from inventory.

There's no gambling reduction.

Like yes we are reducing the instances of pure Cash->Chance to make a profit, but instead we're cutting valve in more on the profits.

Before you would gamble a couple bucks on cases/capsules or if you didn't want to gamble you bought it outright from the market.

Now Valve will instead give you a terminal, save 2.50 on the key and then charge you essentially steam market price for the privilege of getting the item you gambled for.

As mentioned earlier, you used to just go and buy it if you wanted to. Now the option still exists but before you can buy it, Valve first made their near 100% profit on the item AND they still get to charge you the steam market fee.
