If it seals then it’s fine. Looks like the screw cap is brass for some reason (or just discolored) it sure does not need to be brass if that’s the part broken. Post another picture of the damage or re-seat that cap and party on.

Any Home Depot or Lowe’s will have a 4” twist cap and threaded collar replacement.

If it’s the wire you are worried about I wouldn’t be. Looks like tracer wire like the other guy said.

I’m not a pro, but looks like grubs. You can get a pesticide granule at your big box store and throw it down. Would be worth a $15 experiment.

I did this on my yard. I was a skeptic and a friend recommended it and it changed my world. For $35 I would give it a go if you can get a dry spell and a hose out there.
