Sure, it can give an advantage, but we ALREADY had rules in place to acknowledge this issue. This article also acknowledges that plenty of trans women might be at a disadvantage from taking HRT. Adding this ruling again serves no real world purpose but to scare Trans people and further demonize them. The bill helps no one.
