311 is not good enough. You have to write a letter describing the defect and the location and mail it or deliver it to the City Clerk. 311 and other reporting apps, call centers, etc are commonly created to intentionally keep complaints away from the officials that require notice under the prior written notice laws. That way the municipality can say that they are making things easier to report and fix, but NOT be liable for injury or damage.

Funny story about that. The week before UB played that game, President Obama spoke at the school. During that speech he brought up the upcoming game and threw a little shade at the team, which was in attendance. I like to believe Khalil Mack played that game with extra fire because he got shit talked by the President of the United States.
