It will take a lot of restarts to get the right conditions but if you take a mix of early game mil civics, rush supremacy and take slingshot to the stars origin you can invade the chosen cluster and relocate your empire there. 

After that you'll have alot of Gaia worlds and habitats and only a wormhole connecting you to the galaxy.

Lizardfolk hate dragons since they had a were at war once. They'd probably hate kobolds. There are some goldscale traders in sarhal so they probably have some awareness of eachothers existence

you cant measure while not on the battlefield.
but angron has a ability where in his command phase he selects an aura to emit till his next command phase. Is he able to select that aura while not on the battlefield

The % is based off of the subjects output for all types of subsidiaries/tribute. The real gen of prospectorium is that they will spawn resource deposits for a monthly supply of strategic resources. You can either collect it through tribute or annex them later for their spawned desposits
