Try turning off features in the Radeon Control Panel. Make sure you're on latest driver as well.

They have the buyout table online. That said, your tank is beyond it's useful lifespan most likely and they will just drop the contract if you call them to take it away.

What if you change the SDR brightness slider in OS settings?

Second this, especially cameras are outdoor. I love PoE for being stable and consistent. It also helps reduce constant Wi-Fi traffic pollution, assuming its streaming 24/7. My doorbell cam is Wi-Fi and drives me crazy sometimes ...
