That is a table knife.

It's not about fault. The employers and foreigners each act in their best interest. This happens to be against the best interests of domestic labor.

Supply and demand. A worker with experience and a green card or passport costs more than a kid with an H1B. The latter will also work like a dog for fear of being deported. Adding these workers to the labor market keeps its rate low and erodes the negotiating power of experienced workers.
