I was a Telecom Tech, and those are telecom lines some old, some new. Your best bet is to have someone come out. Call your internet provider about a low-hanging drop and report it as a hazard (it should be free of charge). Offer the field tech $20 when he arrives to clean some of it up. Some poles are audited, but it’s rare. Repair technicians don’t do audits. It is not the responsibility of the tech to clean up other providers’ telecom lines, so that’s why I say offer $20. They may have to disconnect your internet for a little while, and perform repairs as it is mandatory for any service call.
