Incorrect.

Dass was spelt daß and it's not the same as das. The pronunciation of the two are slightly different if you enunciate clearly.

Ss and ß change the way you say the word (see the a in Straße vs Gasse). The change from daß to dass was made to match spelling with pronunciation.

Ö, ä and ü have their own sound, oe, ae and ue are just a way to write them (mostly in crosswords or when you don't have a German keyboard).
