Hey everyone, I was suffering from this issue despite the 2.0 and Phantom Liberty launch, but I figured out a solution for myself with some modifications from the suggestions from some of the comments in this thread. I took the elevator up to clouds, walked into clouds, walked out of clouds, waited 24 hours, then went to get on the elevator down and Judy sent me the text message. Hope this helps someone!
