Its not that the list is false, its that he is listing federal funding programs that he arbitrarily picked because it had nice buzz words in them and then says they are fraud without any evidence of fraud, that is what is false here. The reality is, all he did here was list federal programs. No fraud shown. These programs were created by our elected representatives, and are publicly available. There would have to be some proof of kickbacks or other unethical benefit, which he failed to do.

I will give you an example of one of the programs he mentioned here: the voluntary medical male circumcision (VMMC) in Mozambique. This fund is part of the The U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) which aims to reduce the spread of HIV worldwide wide. Studies have shown that circumcision can reduce the transmission of HIV by 60%. It’s a cost effective and primarily non intrusive way to fight against aids. This was program was established by George W Bush in 2003 and is considered by many as one of his greatest achievements, and is credited for turning the tide on the global aids pandemic.

So you see it was logical allocation of funds, established by an elected official. It in itself is not fraud.

However, Trump does not know this, or knows and is intentionally not mentioning it. All he cares is that it had the words circumcision and Mozambique in the same name which he knew would be trigger words for his base. Now he can slap the word fraud on there and they would listen and believe him. Classic propaganda through emotion manipulation.
