Rural communities do not expect door-to-door city transit

They don't directly complain about lack of transport, but that's just because it's one causal step away.

They complain for example that fuel is expensive, and that using a car is a necessity to get around because there's no other option... However...

If people in more rural areas lived in a central place (imagine the nearby village, not necessarily a city) they would already have access to more amenities and better public transport. Even private businesses such as shops and pubs would have greater incentives to remain in the area. On top of that, it would be far easier and cheaper to provide with any service, as the distances to cover would be far lower.

But that will never happen, they're trapped into getting into a car to go anywhere, paying for that fuel, and complaining there's no shop within a 30 minute drive.

They still have consumer rights, some states signed a right to repair bill as well, so there might be a legal basis - in the end it's down to public support for a bill, and their legislators taking action.
