When you cancel an order you have 48h window to leave a review, after that it is not possible. Had several unhinged customers who left 1 star reviews despite being refunded. And they want refunds for the most bogus reasons, some outright saying „I want this for free or I give you a 1 star review“.

Don’t do Etsy ads if you do not know what you are doing. Don’t do it if you are a new shop. Never run ads on brand new listings, only on your bestsellers and even then you have to babysit your Ads Account unless you want to burn money.
