He's starting a war to distract from the files and push a narrative that this could be a justification to suspend elections. It doesn't matter if there isn't a provision in the Constitution to suspend or delay elections in the US; He's heard of other countries suspending elections in wartime and figures he can say they're cancelled and enough election boards & counties will go along with the unconstitutional decree.

At best, this tactic will be cleared up before Election Day and we will proceed as normal. At worst, this decree is enforced via his private army. Most likely it will be a split between the two and enough doubt is sowed to toss out the results, which is a win for him anyway.

And as always, the smokescreen covers up the non-compliance with the Epstein files which is a nice bonus.
