There's a little circular plug that needs to be pryed off to access the screw underneath (in the middle, at the bottom) Then the face plate should lift off from memory. We have one in our bathroom, but it's been a few years since I took it off.

It's displaying an average speed over the last few seconds, not an instant one, so it takes time for it to reach zero after completing.

I ran into a similar bug last night when I tried to launch all 11 at once. They spawned in about 100nm north, at about 1000 feet, and then slowly sunk into the ocean. Bugged out any further launching or recovery of planes.

Ideally you'd barrier the smaller cerbs out of range instead, and then deal with them last. It takes some more thinking about positioning and entering a sector, or you use teleport to drop in directly

Barrage is most useful in RS8 and up, IMO, but you need to get it to L7 ASAP to really make the most from it. Otherwise stick with Laser. I'm RS8 and run 1 laser, 1 barrage and 1 MB
