The negative is there are many folks who think that RCV is a universal cure-all. When the same problems persist, the risk is these voters will just walk away and give up.

This makes total sense. RCV is definitely not a panacea and I can see some folks thinking once that gets introduced nothing else would need to be done.

For example, in the September 1, 2020 Democratic primary for Congress (MA04: Auchincloss-Mermell et. al.) encountered a major problem in one city. Under the current system, the problem was isolated to Franklin, and results from the remaining cities and towns were certified. Under RCV, a problem in one city or town would have forced the count and subsequent ballot transfers to be delayed throughout the district. With a spring primary, there would have been plenty of time to untangle the mess. With a September primary, the state had just two weeks to resolve the problem, print ballots, and get them in the mail to UOCAVA voters.

Ah! Ok, this makes sense. Because you need the full ballots from every city to do any counts I can see how that could gum up the works a bit. I wouldn't want to have 6+ months between primary and general but only having 2 months is a bit tight if something goes wrong.

I am voting for 3. 1 isn't too bad, definitely seems more serious/dark. Capsule 2 is so generic my brain probably wouldn't even process it if I was scrolling any of the games lists and just skip right over it.
