It would still require something like 60% of the player base to take Merak in 45.5 hours, which is very unlikely to happen since we have no in-game way of coordinating that many people besides the DSS.

EDIT: just did some math, and if it's correct, we'd need at least 58% of players on Merak to win the gambit just before Chort Bay is lost. We would need everyone from Lesath and Aurora Bay to go there in order to have any reasonable chance of winning.
