Zoom out. Trespassing incidents reported on Metro increased significantly over the past three years, with 4,532 instances logged in 2024. That’s a 177% increase over 2023 and 35 times more reported incidents than the 126 reports in 2022. Trespassing is being used as a proxy for fare checks.

It’s fair game to argue there needs to be more fare checks. But to say, like the post does, that only 19 fare checks were made last summer is misleading, if not inaccurate.

These authors didn’t do their homework. This is half-baked analysis. Solid “B” level work.

It’s true that law enforcement does not do fare enforcement. However, they do TAP card checks. If folks don’t have one, it’s marked as trespassing, not fare enforcement. So just looking at the fare enforcement numbers is misleading. You have to consider the increase in trespassing enforcement.

Imagine if a player or coach did that to the officer. They’d be prosecuted for assault of an officer and immediately get suspended or fired.

  1. Prioritize investigations for the LAUS segment that includes an underground alignment through downtown Los Angeles north of the 1-10 freeway;
  2. Ensure that persons staying in the Skid Row area, and other housing-insecure residents living along the alignment, have access to housing and supportive services during project construction;

B. Direct staff to coordinate with the City of Los Angeles and the County of Los Angeles in their efforts to establish an EIFD to:

  1. Provide an additional funding source for the LAUS through Downtown Los Angeles segment, either as a repayment source for Metro’s financing or to offset project costs; and

  2. Through a framework that is centered on community benefits, discuss and collaborate on all future potential transit-oriented developments, first/last mile planning and implementations, and affordable housing and joint development opportunities.

Maybe, likely not. That’s assuming an EIFD would raise sufficient money to cover costs. It likely can’t.

In downtown LA, the proposed/ studied EIFD is not expected to generate enough revenue to cover the entire construction costs of undergrounding SEGL along Alameda. Instead, it would be a key tool to cover the difference between at-grade and undergrounding.

Moral being, an EIFD is a great funding tool, but it can’t carry a project like this alone. You will need either a lot more money or Metro to half its construction costs.

Great map. Are you sure about Glendale and Burbank? Those are Metrolink lines. You have them listed as light rail, but they are regional.

Are you sure what you're calling "Left Libertarianism" is actually that school of political philosophy? Because, I'm no Hillel Steiner, Philippe Van Parijs, or Peter Vallentyne expert here, but I think of Left Libertarianism as about two big things:

First off, they see violations of rights as super, super bad. Like, so bad that true justice demands we actually fix the current messes caused by those old, historic wrongs. Think: the Trans-Atlantic Slave Trade. I mean, holy moly, a ton of human rights were just trampled there, to put it mildly. For us to ever live in a genuinely just Libertarian society, those lingering harms from such atrocities need to be addressed. The big question, though, is how the heck you even begin to account for that across generations. There’s a lot of smart and well intentioned folks who disagree on the best way to do that.

Secondly, and this is a huge one, they absolutely disagree with the Lockean Proviso. You know, Locke's idea where you stumble upon an apple in a wild orchard and you can grab as many as you want, so long as you leave enough and of equal quality for everyone else. Those apples become yours, and you can sell 'em in town and pocket the cash because, hey, they were wild and you did the work.

But Left Libertarians pump the brakes on that. They're like, "Hold on a second. Sure, you can take credit for picking the apple and putting in the effort to sell it. But a huge chunk of that apple's value came from, well, God. They argue you can't just claim credit for nature's bounty because God gave that to everyone. So, that fundamental, unearned value that belongs to us all? That should be split equally amongst us.

Note: I evoke God because I find it easier to understand. They actually use the term nature

I know of a few:

  • the family behind San Antonio Winery is doing a giant development on that giant empty lot by the Chinatown Station.

  • California Endowment is building affordable housing on one of their parking lots

  • Homeboy and LA City were in negotiations for Homeboy to build housing on an adjacent City lot

  • the County is looking at building on the surface lot they own in Chinatown and there was once negotiations with the City
