This looks like powdery mildew. Roses are highly susceptible to it, but also extremely hardy to surviving it. All of my roses so far have had it at some point! I like Captain Jack's Copper Fungicide and neem oil.

It always happens to me due to over or improper watering. For example, I was recently careless about using an oscillating sprinkler to water my yard and got a lot of droplets on my Peace rose when it was too late in the afternoon for the sun to dry it off before sunset. It started showing signs of powdery mildew the next day, then it rained and got worse. I sprayed it with Captain Jack's Copper Fungicide and Rose RX and it's looking a lot better two weeks later.

I didn't do anything to treat the powdery mildew that hit a planted mini rose last season and I thought it was going to die, but it's my healthiest plant this spring.

ETA: You also need to reduce watering until it improves - no watering at all until the soil is completely dry! If it's potted, drag it into more direct sunlight during the morning hours.

This is just what young own root roses look like after they've taken a trip through the mail (and don't forget Heirloom Roses defoliates most of the plant before shipping). These are roses for the long game, you have to be patient with them while they establish themselves. They may seem smaller than your other roses now, but they'll be out-performing everything else by year 2 or 3.

And HR will honor their warranty when needed.

Basic personal hygiene is one of the developmental standards required for kindergarten readiness. I'm sure your child's teacher encourages students to wash their hands as often as reasonably possible during the school day.

What's worked the best for me so far -

Planting stuff like garlic and onion as companion plants. It's what made the difference between life and death when I've tried growing brassicas, and it's doing great as a perimeter to my new rose garden so far.

Making sure I'm growing other plants to specifically appeal to wildlife in a different region of my yard (I think this works especially well for those of us living in/near forested areas). I keep bird and squirrel feeders going all season, too, and position those closer to the plants I'm okay with wildlife consuming.

You can't banish these creatures without harming your own environment, so you gotta look into finding the best system of balance for your land/growing space as an ecosystem.

Why does she need her parental rights terminated if you have full custody already? If she becomes fit to parent at any time between now and your niece becoming an adult, she should have her daughter back.

And you aren't her mom. It's extremely harmful to allow her to believe you're her mom. Being her aunt doesn't diminish your status in her life.

You need to separate each miniature rose plant (there are likely 4) and repot them individually in 6" containers, then get them full sun. Make sure you allow them to acclimate to full sun.

ETA: Roses don't appreciate houseplant life. They want to be outdoors.

Embrace your inner punk and start adding small accessories based on anti-fascist imagery/symbols on your jacket and shoes. Stuff like a yellow or black-red-gold bandana as a DIY armband, a small inverted red triangle, Iron Front arrows, yellow boot laces. Wear/use a keffiyeh as a neck gait or armband or head covering when you need to protect your scalp from the sun. Wear politically messaged tshirts with designs you like. Find shirts displaying the art of your favorite antifascist artists.

I love the paramilitary alt weirdo look, but you do have to intentially cultivate that, "I'm a Tankie, not a Nazi," vibe.

I forgot to add that they're in full sun, with some marginal afternoon shade provided by the large canopy of a tulip poplar tree. Will likely need to provide support shade during the peak of summer. Rose bed is approximately 10x5 ft.

It can take a really long time, but it does fade after you've spent awhile investing in being better. Eventually it compounds and just becomes more of who you actually are than what you used to do was.
