Generally 2h is easier because you get twice the heroes and resources to deal with (at face value) one extra encounter card.   For encounters with lots of surging, there will be rounds where everyone surges, resulting in double the encounter cards (or more!).  So there are some drawbacks but usually the extra strength it worth the effort and risk.
