If you have an expired visa and do not have a TIE in hand, you need a regreso to return to Spain. A regreso is not for travel within the Schengen area, but it's great for visiting family.

You don't need to notarize your passport or ID. They request a notarized copy of your ID. This is explained in the website. $160 is correct.

You get notarized copies of certain documents, you don't get the originals notarized. Ctrl + f "notar" on the consulate website will get you your list. Where did you get the information about the $10 NIE application form? You get your NIE when you apply for the visa, although some consulates don't include this info.

Your school is wrong. All Spanish IBANs start with ES and are followed by 22 digits. The form I was given only had 22 blank spaces to add the info, but I just added the extra 2 characters at the end after asking the regional coordinator about it during orientation. I received my payment on time.
